Hello everyone,

I'm in my third and last year of University here in Ontario, I will graduate next summer and I would like to apply for the permanent residency.
I've spent the last 2 days on the forum, and cic website looking for my options.

A littlle about me:
I arrived in Canada (Vancouver) in September 2009 and I took 9 months of ESL classes.
I got admitted at university here in Ontario in 2010.
I have a off-campus permit and I have about 3 years of work experience in low skilled jobs ( C and D skilled jobs)
French is my first language and I'm fluent in English now.

I tried to calculate my points for immigration:
1- English/French skills = 28 (i'm fluent in both)
2- Education = 22 (I will have a Bachelor degree )
3- Experience = 11? (When I see on CIC website, they don't specify if the jobs had to be in 0, A or B...I have 2-3 years experience)
4- Age= 12 (I'm 22)
5- Arrangement employment = 0 (I don't have one, but i work part time with a off-campus job permit)
6- Adaptibility = 5 ( will be graduating soon)
Total = 78?

I have few questions,...I need some guidance on how to start the process etc...

I study political science and there is not much of job offer for me under 0, A or B. ??? I coul'd get away with C and D?

Because I'm still in school, can I apply for the Ontario or Quebec skilled worker program? or for the provincial nominee program (Ontario or BC) ? Or should I wait?

What would be the best option for me?

Should I get help from an immigration laywer?

You don't qualify for FSW. You need at least one year of full time work experience in an 0, A or B occupation. You would also likely need a job offer in Canada to qualify to apply.

You also don't qualify for CEC. To qualify, you will first need to finish school. Then you will need to gain one year of full time work experience in Canada in a skilled occupation after you graduate - then you'll be able to apply.

For the Ontario PNP program, you only qualify to apply immediately after you finish school if you are completing either a Masters or PhD in the province.

For the remaining programs, I believe you'll need to finish school - and then get some skilled (0, A, B) work experience and/or a job offer before you'll qualify to apply.

But I'm confused for the Ontario PNP, are you saying that I can't apply with my bachelor degree? Apparently on the Ontario Immigration website I need to have a job offer (full-time + permanent).
On the website it says that I have to "Have a job offer in a managerial, professional or skilled trades occupation (NOC 0, A or B). The job offer does not have to be related to the field of study." But then on CIC I read "As of July 1, 2012, if you apply as a provincial nominee for a semi- or low-skilled job (NOC C or D), you need to take a language test. This test will show if your ability to listen, speak, read and write in English or French meets a minimum standard. Check the websites below to learn about the standard for your chosen province or territory. Test results are usually valid for two years from the day you take the test. This does not apply if you applied for a provincial nomination certificate before July 1, 2012."

It is very confusing :(

Could I try to get the Quebec CSQ then the QSW program?
 
Yes - you can apply for the Ontario PNP program with a bachelor degree - but in addition to the bachelor degree you need an employer to nominate you. Your C and D jobs won't qualify for this. You need to find an employer who is willing to offer you a 0, A or B job.
