My husband and I are planning to leave the UK and would like to retire and live in Canada. We have sufficient income to buy a property outright and do not intend to work and would like to stay until we are too old to cope with the winters!
We have several properties in the UK and we intend to use the rental income as earnings.

As we do not expect to work, we will not be eligible for many of the immigration routes.

If we were to enter as visitors, would it be possible to extend a visitors permit repeatedly over the years? As we still own property would this be evidence that we are visitors and intend to return home?

We wouldn't want to spend money on property etc if we are only allowed to stay for a short time and then refused entry.

Any advice would be appreciated.

A visitor does not live in the place they are visiting. You want to come to live not to visit, therefore what you are planning is simply not possible.

You need to apply for a Permanent Residency, most likely under programs for high-income people (as you have properties and live of its rents) if you are willing to buy property here in Canada that counts as an investment so you can explore Entrepreneurs programs.

Here is a useful link: http://www.coalharbourcondos.info/non-residents.html

Please post future concerns on the general forum where people with more expertise on PR can help you:

There is no immigration program for high-income people.

To qualify to apply through the Entrepreneur program, you need to actually start a business in Canada. You can't just buy a bunch of properties.

Of course there isn't, it was a figure of speech as there are some programs which people that bring more than 300k dollars to Canada can qualify for.

Depends on the use of the land, the province, and lots of other factors, regardless, it was just an idea.

Bottom line: go to PR forums.

No, it's certainly possible for a visitor to buy a house and stay there during their visit to Canada. I have seen lots of people doing so.
