I just become a PR, I have no 3 years NOA, therefore, I can not sponsor my parents. However, my mother's brother is alone in Canada, divorced,d and has no kids, (parents were pass away), can he sponsor my parents under this program?

No.

You are in Canada so he doesn't qualify as a lonely Canadian. He already has family members in Canada.

what I find is that sponsor should not have a spouse, common-law partner, child, parent or grandparent or child who is either a Canadian citizen or a permanent resident,

You may sponsor one relative, related by blood or adoption, of any age, if you meet all of these conditions:

  • you (the person who wants to sponsor your relative) don't have a living relative you could sponsor instead, such as a:
    • spouse
    • common-law partner
    • conjugal partner
    • son or daughter
    • parent
    • grandparent
    • orphaned brother or sister
    • orphaned nephew or niece
    • orphaned grandchild
  • you (the potential sponsor) don’t have any relatives (aunt or uncle or any of the relatives listed above), who is a:
    • Canadian citizen
    • permanent resident
    • registered Indian under the Indian Act

The not 100% clear part is that "above" means nephew or niece or only orphaned nephew or niece BUT I don't think having an orphaned niece is very much different from having a non-orphaned niece.
 
I am also confused with this part...

You can not sponsor non-orphaned niece, only orphaned niece can be sponsored .
