LOE Secondary applicant

Hi, I have a confusing doubt.
I am the primary applicant and my husband is the secondary applicant. In LOE I have given my point of explanations for the pints I felt that need to be clarified from my side. But, for my husband should I write the loe or he should write it ? Because he has a difference in his name in passport and degree certificate. Please help !
