Location of Quarantine

I am thinking of booking the following flight route from Mexico :
Mexico City - Montreal - Toronto (3hrs wait time from Montreal to Toronto).

I am not a Canadian citizen and neither am I vaccinated ( as per Canada's list of approved vaccines ). Would I be forced to have a hotel quarantine in Montreal?
