loan and police clearance

Hi everyone

Am Indian, working in UAE now.I plan to immigrate Canada, but I am gonna get some loan in UAE,
My plan is to get Canadian pr, and come back to UAE and work here till the loan is closed.
My question is will they provide me police clearance? Or is it possible to get loan In Canada with arranged employment?

Shall I start my cic process now or I need to wait untill my loan gets closed,

Someone here was recently refused PR because they had an outstanding loan in UAE and the UAE refused to issue a police certificate. I would advise you to pay off your loan before you try applying for PR.
