lmo refusal

hi! can you pls help us! we applied for an lmo and we got refused,the reason for refusal (there is no indication that a labour shortage exists.)
we are currently under the lmo (noc 9612-labourer metal polishing - plating). we applied for an lmo(noc 9497 - plating, metal spraying and related operators.) to qualify us for AINP and this noc is suited for our line of work, we are working in a galvanizing plant. we get 1 to 2 new worker every month but they only last a week or two. our employer really want's us to stay but we don't know how and what to do after the refusal we got. can you pls give us advice on what to do ,our work permit will expire on dec.2010 .. THANKS!!!

In all fairness laws like this have two sides.

On one side Canada wants to bring in new workers that will help build Canada's work force.

However bringing in foriegn (outside) workers, potentially means less jobs for those who are already in Canada, and the many that are unemployed.

The question then becomes do we want to bring in the best workers, or is it our duty to hire those with-in the system that need work, even though they may be less experienced or more costly.
