If you have an employer that is already approved for LMO and willing to hire you, can the visa officer still refuse the TRV/Work permit?

And if so on what grounds?

Sure - it's definitely still possible for the work permit to be refused.

I think the main reason we see on these forums is that the VO doesn't believe the person will return home at the end of the work permit.

I guess having a PR app underway would probably be grounds for refusal then?

I found an employer willing to hire my husband, they already have been LMO approved. So, if he applied, and said he has the PR app submitted, they would see then for sure he wouldn't return.

I am grasping at straws here. I just want my husband here!! :'(
 
I don't think he would necessarily be refused. He has a PR application in process. So it's not like he has plans to illegally overstay his work visa. I would apply and give it a shot.
 
Ok, thank you!. I just have one other concern. Will/could it negatively effect our Pr app? Could it be seen as him just trying to get into Canada?
 
If he already has a couple of TRV refusals and is then refused a work permit, that might make it look like he's just trying to get to Canada. However if he has no prior refusals, I would go for it. Ultimately your call.
 
He applied once for a TRV. It was after I was there for a 2 month visit. That was a year ago. I figure it's good proof for our app. Thanks for your input. Guess I have some thinking to do...Praying and hoping too....
