Yes, all of them have failed and did not find the candidates suitable.

You will have to show that there are no suitable candidate Which may be difficult given unemployment rates due to covid.

As mentioned you’ll have to prove there were no suitable candidates. Saying there was none and proving there are none are two different things .

Here is the link to start hiring a TFW. As has been mentioned, you need to prove that you posted the job for at least a month and no one applied. Pay the $1000 to begin the process and file an application.

Proof that you posted the position on multiple sites like job bank. Proof that no one applied or was suitable. The application process includes the completion of a market analysis of why you need to hire a TFW. If

I posted it in Job Bank, Indeed and Oakville Beaver (online/newspaper). Is that enough? and it has been over a month.
