your employer needs to apply for you. It's usually very special skill and your employer has to demostrate that they cannot find anyone to hire within Canada. google for the rest of the details.

The way it works is that the employer applies for LMIA. Once the employer gets the LMIA, the worker applies for a close work permit for that LMIA.

The requirement for the worker is to possess a skill that cannot be found from Canadians or PRs.

There are no special requirements as it relates to the LMIA.

However when it comes to getting the actual work permit approved, IRCC will look at the applicant's full profile and the applicant's past history in Canada / past visas can influence the outcome of the application.

You need to have special skills and experience that you employer wants and can't find in Canada.
There is no solid how many years of education, how many years of experience....etc.
