Hi guys. I am in Canada with a Lmia as a cook. My wife has open work permit and she found a job as a retail supervisor. Can she apply for PR thru provincial programs .

If she meets the requirements of the provincial program - then yes. Some require the job to be supported by an LMIA. You'll need to research the provincial program to see what the requirements are.
