LMIA, TRV and work permit

I’m arranging my LMIA it is under process from my friend’s business.
Meanwhile I want to visit Canada to make sure everything going as we planned , On TRV.
And then I will apply for work visa from within Canada .

So here is my question:
Is applying for TRV is right decision.
And does my work visa have more chance of approval if I apply within Canada.
Or not ?

A work permit has less chance of approval if you are in Canada. I suggest you remain in your country.
