LMIA Global Talent Stream for NOC 2174

Hi all

Looking for experience applying for LMIA for a NOC 2174 (Developer) role. It seems developer is included under the Global Talent Stream LMIA so the requirements are less restrictive as long as the employer has enough activity to promote employing Canadians/PR. Is this the case?
