I would raise the following issue:
I'm going to Montreal for a five-month research period, as part of a European doctoral research grant I've won. The Canadian university has asked me to apply for an LMIA-exempt work permit. But I have been refused.

Immigration argues that the acceptance letter from my home university does not detail the selection criteria based on merit of academic excellence.

The Canadian university insists that I must reapply for the same type of work permit, as they consider researchers as workers. I am not sure that just by including the selection criteria of my award, the work permit will be approved for me.

On the forms on the IRCC website it always tells me that I do not need a work permit for periods shorter than 6 months. But the Canadian university insists that I must have a work permit.

Has anyone ever had a similar experience?
