I am writing this to see if anyone here might have some advice. My cousin has got a job offer in Canada. The employer has gotten the positive LMIA approval. What is the next step after this, apply for work permit from his country of origin? What documents will he need to submit? Before this he was a student in the U.S. but was out of status for the last two years. does this affect this application if he applies from home country? advice appreciated.

Yes - your cousin needs to apply for a work permit from his country of origin. In his work permit application, he will need to declare the period he was out of status in the US. Yes - it's possible this could impact the approval of his work permit if the illegal stay in the US was recent.
