Living in Canada while waiting for PR paperwork to be processed

Hi Everyone,

This is my first time on this forum and I am wondering if my American wife can live in BC with me while her paperwork is being processed. Also is it better to apply from outside of Canada or from inside Canada?

I should add that I am a Canadian citizen and have never sponsored anyone for residency.
