i know a live-in caregiver who's just recently got her PR status not long ago.. she wants to know how can she sponsor her parents to come to canada, is it possible that her sister, under 19 can be sponsored too and when is the right time to sponsor after getting the PR status

CIC has now placed a cap on parent sponsorship applications and only 5K are accepted each year. The cap for this year was reached back in January. The cap will reopen again next January. Her sister will be included in the application provided she is 19 years older or younger. To qualify to sponsor her parents and sister, your friend will have to meet the Low Income Cut Off for a minimum of three years in a row. What this means is that for three years straight, she must make enough money from Canadian sources to support herself and her family - and she must provide three years of tax returns to prove she has made enough money. Information on the low income cut off can be found in the link below. Note that she will have to count herself, her parents, her sister and any immediate family members (e.g. her own spouse and children) when calculating LICO.
