Live in Canada while waiting for approval?

Hi Everyone, I just joined this group...our application was recieved on Tuesday in Missisauga 9/10/12. I was wondering if my Amercian husband can move here and live with me while we wait for the approval? Is there drama at the border? Thanks for your help!
