Dear...Canadian immigration is blocked for IT and Accounting professionals from June 2010 unless u have a valid job offer from Canada

Its not about Block..permanently...But as per the job demand in Canada ..CIC made 29 job list which are in demand . So in current list Soft.Proff. are not in demand... so as of now you can not apply under FSW1 except you have Arrange Employment Offer . But this list will get refresh on 26 June 2011..

So never know when it come back in new list...

for more details visit..www.cic.gc.ca

is it blocked permanently or temporarily.

when the list comes up and there is IT listed.....will a job offer play a crucial role or we can apply confidently even without a job offer.

Once you have checked out the cic website you will see that you have to achieve a minimum of 67 points in order to apply for permanent residence. Of course, this whole process can only begin IF your job duties match one of the NOC 29 occupations (and 1,000 applications have not already been received in that NOC) or a job offer. No one knows at this point what that list will look like when it reappears on 1 July 2011. If you wish to apply before July, you must have a job offer, in an 0, A or B level occupation which you can determine by looking at the NOC Matrix. The employer has to show proof that they have advertised the position and are unable to fill it from within the country. Once these steps have been taken you get a Labour Market Opinion and then you apply for PR. Having the offer also gives you additional points toward your 67. I think I have the process right. Anyway, do your homework. Learn the requirements of the whole process and start reading the thread Applications after 26/6. It could take you several months to pull together all the certificates, reference letters, notarized copies and forms. With the help of the forum members you will be able to do the whole thing yourself. Good Luck.
