List of goods to declare when dependent landing later

Hi.

I am the primary applicant and am landing on the same day as my dependent who is landing 3 hours after I arrive. We both are coming in from different countries. I am not sure how to fill out the B4 and B4a forms as I would be bringing some luggage with me while coming and my partner will be bringing his luggage with him. Do we both get our separate B4 and B4a forms or should my partner's luggage be classified as goods to follow(B4a) while my luggage is listed under goods accompanying (B4)?

It would be really helpful if someone could throw some light on this issue.
