Hi, i need advice about lima . I have been working with amazon as Program Manager since May 2018 in USA , and now my employer are willing to give me an offer to move to the amazon Toronto. I hold Masters of Science in Management degree . I have overall 2 years of work experience and I would like to know how to proceed with the application? can I apply for work permit? and do I need a LIMA if im US citizen?

No - you can't in that case. Unfortunately you need at least one year of work experience with Amazon for an ICT to be possible. Otherwise they have to obtain an approved LMIA before you can apply for the work permit.

EDIT: I missed that you are American. In that case you should look up your occupation on the NAFTA list to see if it appears there and you can be LMIA exempt.
