So, my old employer is looking to pull me to Canada via a LIMA supported PR application, since my points have been a bit too low to get an ITA over the past few months.

According to the CIC website (link: https://www.canada.ca/en/immigratio...-worker/permanent/skilled/make-job-offer.html):

Employers must also pay the regular LMIA processing fee to support a temporary work permit application. There are no fees for an LMIA supporting an application for permanent residence.

Also:

Express Entry allows employers to:

  • have a direct role in recruiting skilled workers
  • be matched with candidates through Job Bank
  • apply for a free Labour Market Impact Assessment (LMIA).

To me, this seems to suggest that if I'm not looking for a work permit along with the LIMA, then the LIMA processing fees of $1000 are not required.

Is this accurate? I haven't really been able to find a lot of information about this!

Ps. While in the end, I think we'll go with a work permit LIMA (since it doesn't make sense for them to wait for 8-9 months!) I would like to be able to present them absolutely accurate information about the processes.

Thanks!

Correct, no fee to just support a PR app.
