Just Dear Sir / Madame will do. For your friends and family as for the supporting letters, I think it's better as part of the letter as like "If you need more questions with regards to their relationship feel free to contact me on this number" something like that.

My husbands family did :to whom it may concern and wrote their little bit of reasons we'd stay/that we are able to stay with them, ect... and then included their phone number and address in the letter portion and then signed it at the end. My SIL also included an email address.

My mother did 'to whom it may concern' but my MIL addressed it to 'immigration Canada'. They each put their contact information just in case and just did an overview of what they knew about our relationship, times we had spent together as a family, etc.

We had letters addressed "to whom it may concern" and to "Citizenship and Immigration Canada"

We let our friends / family put their contactdetails at the bottom
