I got a letter of reference from a client whom I worked for ~2 years as freelancer and without a written contract, however I can't prove exactly the amount he stated. Is only the letter enough, once it is signed and have the contact details or I can be inquired to prove it?

Usually the refernce letter is required, but its good to support it by pay stubs and income tax forms. Does your bank statement show this payments?

Its difficult to assure on inquiry part and it depends on the officer.

CIC has the right to inquire and ask you to provide further evidences or refuse your application for the lack of supporting evidences.
