One my friend is P.R. and his spouse lived here about 2 years but not completed 730 days,she gave baby birth in home country but child sponsorship is still in process,may take more processing time for child application to be finalize.she is back to Canada without child this time,should she apply her P.R. to renew won H&C basis with out completing R.O. which is about 2 months only?
can she apply for URGENT renewal because she have to go back to join her child asap?
Her husband is in Canada and doing job/work here for 5 years.

I think we got a big problem here... I hate to say that but she might be apart from her baby until she complete the 730 obligation. unless she decide to go home and stay with her baby and apply for renewal which obviously will be turn down....and she can always appeal.

No, she should not try to renew her PR before she has 730 days, 1) because her application with less than 730 days will take forever anyway so it would be better and faster for her to wait until she had 730 days before applying, 2) because they will refuse her anyway unless she had solid H&C grounds for not meeting the R.O.

You do not mention H&C grounds so I assume she was outside Canada by her own choice. Immigration will say if she wants to go back to her home country to join her baby, she is free to go.

However, if her husband meets the R.O. he could sponsor her again in case she loses her PR but it can take a long time to sponsor as they are finding out with the application for the baby.
