I have got an offer letter today from a University in Canada and the length of study mentioned in the letter is from Sept 2014 to Sept 2015 (min) or Sept 2019 (max). But I intend to complete my degree within Sept 2016. Would the VO grant me study permit for just one year if he sees that the degree can be completed within one year? Seniors please help. Thank you.
 
Normally, you'll first be granted study permit covering the official length of the program: in your case, it is 1 year (minimum). That's you should be able to complete your studies within one year and your study permit if approved will be one year. You may renew it if you're unable to complete or moving to a different program upon completion. The new rules effective from June 1st, 2014 state that foreign students should make efforts to complete their studies within the officially approved number of years (minimum).

yes. because they are not allowed to study part time (except the last semester). And how much classes are considered "full time" for international student is up to the university
 
I have a question here.
My masters is starting from sept2014 and length of my program is 2 years(10 courses) and my passport will expire on 17 Sept 2016.So due to this i got Visa till 30 August 2016.However most of the students get visa of 3 more months and I know why i didnt get 3 months.
I k ow its early to ask but can i extend my visa during my studies as i can not apply for work permit immediately after last semester.
 
I suppose your program will be over in April 2016. So you have enough time to apply for PGWP before your passport expires. But you understand you will have to get a new passport before applying for PGWP, aren't you?
