Depends on what you mean by judicial officer.
If you are a lawyer (barrister, solicitor, advocate) you will most likely need some to significant legal training in Canada's common law system, a Professional Legal Training Course, and admission to a local bar. Depending on your training, you may also need to article in Canada.
Job opportunities in law firms are challenging even for Canadian-trained lawyers. Don't expect a job offer to a prestigious firm once you arrive until you are known in the community.
If you are a paralegal or a legal secretary, there may be other opportunities. Paralegals would still require training and certification.
If you are a judge or an officer of the court (justice, hearing officer, etc) then there are very few job prospects. Judicial officers in Canada are appointed by government out of the long-serving and community recognized practitioners.
If you don't speak French and have no training in the code civile you have no chance of work in Quebec.
