When you provided xpresspost envelope was the address on the envelope or CIC had to add the address?
If the address was already there then CIC can't really have a fault, right? And it has to be taken up with canada post
Otherwise CIC has to answer.

Both CIC and CP are at fault. But none are providing explanation on how the package landed 2000 km away, in a different province.
CP claim will just give $13 back, provided they accept it as a loss.
The expresspost package comes in 2 formats - regional (within province) and national. Both envelopes look same, but the tracking numbers start different - PG, NW, and the cost varies accordingly.
Since we shipped within Ontario, we chose regional package. I wrote the correct return address as well and I have a proof of it.
I think that CIC changed the address and sent it to different province. The package went through few hands and systems before delivering to different province. It is more likely possible CP delivered it to the address mentioned on the package (changed by CIC). I do not know the actual facts since both CIC and CP do not know to which address it went and are not providing any details. I also do not know if the package was returned to CIC and if the package was opened. CIC has not provided any further info. At the same time, I question CP how could they deliver a regional package across provinces. Ofcourse that doubts me if they know their business either.
Most important is that I am hoping that someone shall pay for the loss!

I know it's not your job to do this, but have you tried phoning the local post office where it was delivered? Someone must have had their hands on it.

FWIW, recently I had a package get sent to Guyana instead of BC. Took 2 months to get something from the US because of that. It came all the way to Richmond then for no known reason, went to Guyana, which is nicely stamped on the package in memory. My address was completely correct, but unlike you I actually ended up getting my package.

They certainly should pay for your passports, imo.
