Few questions

My Parents have received their Visa through Family Visa program sponsored by my Sister. My Father needs to come back to India in 10-15 days, although my Mother will stay back.
I believe he will not receive PR by then. So

1) For coming back to canada from India, what is the procedure. I have heard of applying for a Travel document at Canadian embassy in India when he is back. Can we do something similar while he is in Canada?

2) I have heard that nowdays you have to physically go to Office issuing PR Card for collecting PR card as they do not mail it anymore. I have heard it for Calgary. Is that correct?

3) Separate Question: My sister who sponsored my parents Visa lives in BC but my parents are planning to land in Calgary where my 2nd sister lives. Is there any issue in landing to a different place from where the sponsor lives. FYI, No location is mentioned on the passport/visa

1) Your father need to contact the Canadian Embassy in India in order to get the travel document;
2) No, initial cards are received by mail
3) No issue, but you land in the first port of entry in Canada which I believes either Vancouver or Toronto

1) Are there any Known problems in getting the travel document once you are out of canada; I mean is it Risky in any way?
3) Not sure if I understand procedure of first port of entry in Canada (Vancouver or Toronto). Can they land in Calgary first , which is in Alberta state?

3) Sure they can land in Calgary first, but you have to check with the airlines whether there are direct flights between India and Calgary (which I doubt), or they can stopover in any third countries (such as USA and Netherlands) and change flights to land in Calgary.
 
Yes, they will be having a Layover in London (British Airways).

No, it is not risky to apply for a travel document. They only deny if you don't meet the residency requirements. According to the residency requirements, they can be outside Canada for up to 3 years in their first 5 years as PR so if they have been a PR for a few months, it is not physically possible to be in breach of the requirements already.

Also keep in mind for your parents if they don't know where to live that in order to keep health care in any province, they must live there for more than 6 months a year.
