Hi All!

If I am a single Canadian Citizen with -0- family in Canada, however have 4 adult children abroad, can I sponsor one of my children under the Last Remaining Relative Category.

Are there any specific restrictions as far as which one of my children I wish to sponsor, (e.g. based on order of birth etc.). Lastly, must you sponsor based on the hierarchy of the family (e.g. grandpa, dad, brothers / sisters, and then children), or can you chose whomever you wish regardless of their position in the hierarchy.

Please advise ASAP, and thank you!

Are any of your children Canadian citizens also?

I believe that parents/grandparents take precedent, since there is already an existing immigration stream in place for them which you would be expected to follow. If no parents/grandparents alive, then you would be free to sponsor any other family member of your choosing.
 
Non of the children are PR/Citizens.

However, father and mother are alive but both are elderly and with serious health issues. Basically if they were to be sponsored they would likely fail due to medical inadmissibility.

Why cant I have the parents sign a declaration that they do not wish to be sponsored and sponsor one of the 4 boys?

So am I to understand that there is a hierarchy that is in place for this?

There is no hierarchy for "other' relatives after parents/grandparents.

I don't think the fact that your parents don't want to immigrate, has any impact on if you qualify under the "lonely Canadian" rules. Simply the fact you can attempt to sponsor them under an existing immigration stream may disqualifying you from sponsoring any "other" relative.

However the rules are not very well written, so how CIC applies these rules to each and every case may be different.

Option 2 – Other relative

You may sponsor one relative, related by blood or adoption, of any age if you meet all of the following conditions:

you do not have a spouse, common-law partner, or conjugal partner, or one of the following living relatives you could sponsor instead:
son or daughter,
parent,
grandparent,
brother or sister,
uncle, aunt,
nephew or niece.
you do not have any of the above-named relatives who is a:
Canadian citizen,
permanent resident, or
registered Indian under the Indian Act.

The catch is in the exact wording. You COULD sponsor your parents. There is no reference to them not wanting to be sponsored.
