I know this is a random and stupid question...
but it has me stumped since the envelope i sent was not big enough.
The envelope the suggest needs to be 42 cm by 27cm so like 16 inch by 10 inch..

Is this envelope a rigid cardboard envelope?

I went to UPS to get the envelope the suggested an Express Pak and its a platic bag like envelope?

Is this what they are asking?
Is this what other people have sent?

Or is a rigid envelope?
 
This is a good question.
Sounds like a big envelope for such a small document.
Since it's a suggestion, I would send it in a rigid cardboard one smaller. That's what in fact I used for our children's German passports (2 inside a smaller rigid one) to the German consulate. I was worried 2 wouldn't be accepted in only 1 envelope but fortunately, they made no fuss about it.
 
The embassy might be sending back a bunch of proof you included in your application along with the passport/visa/COPR, so maybe that's why they require a large one.
