Hi,
I am a US citizen, who has lived all my life in the USA and UK. I have BS and MS degrees from America. Will I be asked to do my IELTS test? Will I get the 16 points, since English is my mother tongue and only language?
I am the main applicant and I am doing this with my spouse who is from Spain. He speaks English at native level, since he has lived in the UK, since he was 17 and holds two UK degrees, he also speaks some French. Does he need to take Language tests if he is not main applicant? I believe the language points are only based on me, so it would not be worth it to prove my spouse can speak French too right?

No he doesn't need to take the test because he is not the principal applicant, according to you, there are two choices either to take the IELTS test to make sure that you will be awarded the 16 points or to submit an explanation letter for them contains all of the information and documents prove that english is your mother tongue language

But do you think that if he takes his IELTS and TEF (for French) even though we may not get more points, it could actually help our case. I am not sure about it, but since he only has a European Union Passport from Spain, they may assume that he doesnt speak neither French nor English.
 
Only thing that matters is that you get 67 points. I would say don't waste your money on him sitting for IELTS.

If you don't have at least 67 points and say he get 16 for IELTS, your application will still be declined.
If you do get 67points or higher and he get 0 for IELTS, your family will still get PR.
If you do get 67points or higher and he get 16 for IELTS, this will not take you to the front of the queue. So if you are going to get PR based on your application and it wouldn't give you any advantage, why waste money. thats just my opinion. Remember, i am no expert.

I am so surprised that accompanying family members do not need to prove language proficiency...
Other English speaking countries that have skilled worker programs would not allow you to immigrate if your family cant prove language proficiency like it is the case of the UK and New Zealand (which totally makes sense to me), however, it works for me because that way we save a lot of money by not having to take IELTS test or TEF tests.

It doesn't hurt if he take the tests and submit the results with your application. dependent applicants affect the application directly for rejection or approval decision only in regard to admissibility reasons ( security, and health conditions) otherwise there is no any effect on the application positively or negatively except of adding some points to your points up to 10 points if he has the master degree or Previous work in Canada or Previous study in Canada without any doublication of these points.

She doesn't ask about the time and money matters becasue for sure she knows the answer in that regard. she asked for another point and i answered her clearly.
