Dear all,
I appeared for IETS and I have to score 16 points then I reach 67points, but I get L: 8 Reading 5.5, Writing : 6 , and speaking 7.5, this seems not covered 16 points.
I studied in english medium kg to 8th std in India, then my father get transfer so I changed it in Gujarati medium with High level english subject 9th to 12th science , then again university is completly in English medium.
studied 1year in the USA and in research study for 10months croatia in english medium, can I submitt my English proficiency proof of evidence?
right now I am working in USA on H1B since last 4years without break.

Your best bet is too resit IELTS and improve your score. No one can "play" with your IELT score.
The whole problem with submitting evidence is that it depends on the whims of the VO. You may not get what you think you should. This doesn't happen with IELTS , as it is laid out in black and white.

Irrespective of your background , the whole key to IELTS is that you need to practise as many mock tests as you can. I seriously doubt any American , brit , aussie or kiwi will score well in IELTS on the first attempt. You may have the best grasp of English but if you are not used to the method tested/used you do miserably or fail. IELTS is all about practising mock exams.

They have recently changed the rules so that the people applying now must submit IELTS with their applications, even if their first language is English. The reason they did that is because the option to write a proficiency letter was only meant for people whose first language is English but it was being abused by people who couldn't get the IELTS score they wanted and figured they could try to fool immigration instead.

Since you have an older application, you can still write a proficiency letter but be aware that it's uncommon for someone whose first language is not English to be awarded full points because of a letter. Basically they can award you any number of points they want if you don't have an IELTS. If you chose not to take the IELTS even though they strongly recommend it in their instructions, they will suspect that you already tried to take IELTS and failed to get the points you are asking for.

The onus is on the applicant to satisfy the officer of claimed language proficiency. Given the detailed nature of the Canadian Language Benchmarks 2000 and the Niveaux de compétence linguistique canadiens 2006 it should be clear that, in most cases where language proficiency is not patently obvious from the applicant’s background, self-serving declarations, thirdparty testimonials and/or other claims not supported by detailed and objective evidence will be of little probative value in establishing high or moderate proficiency.
