Landing question on Quebec Skilled Migrant case

My friend is an QSM, he is about to get his visa stamping. Already he got the passport request from CHC - New Delhi. Now we have below doubts



1. When the visa is issued , normally how long before he need to make his first entry ?

2. After making first entry , it is necessary that he needs to live Quebec for some time or he will be free to work anywhere in Canada

1. He needs to make the first entry before his medical expires. The visa is valid till the expiry of medicals (one year) or the expiry of passport, whichever comes first. For eg., he did his medicals in November 2009, but got his passport with visa stamped in April 2010, then he will only get time till November 2010 to land.

2. This is still a gray area. Many say it will negatively affect his chances of citizenship in the future. Then there is some who say since you are a PR of Canada, you can live and work anywhere you want.
