Landing in canada

My husband plans to land in canada with me in 3 weeks. I sponsored him for permanent residency and ive been with him in egypt waiting for approval. Does he have to fill out a b4/b4a form? Or is that only for people coming through the border? We are taking a direct flight from cairo and he isnt bringing Anything of much value aside from his clothes.

If he is carrying very little and there are no "goods to follow" being delivered after he lands, then a B4 is probably not going to be needed. They can complete one if required when he lands, but if there is a lot to add, they prefer it done up-front.
