No... CIC office.

You have to call CIC at 1-888-242-2100 to request an appointment for an inland landing... they can tell you where it can be done... Note that many inland processing sites have just been closed (along with outland sites like Buffalo), so unless you're in a big city like Toronto, you might have to travel even further than before.

BTW, you will wait 1-2 months for your appointment.

Depends on how soon the immigrant visa expires and how far you are from the closest border. The call centre agent will submit an "urgent request" in that case and the appointment can be in as little as one week.
