I landed in Montreal with Immigration and CBSA but only crossed the border to do the landing procedure. CBSA was aware of this and stamped everything/gave their seal of approval, then back to the US I went. My intent was/is to return and settle shortly after the beginning of 2015, after I have been able to get all of my affairs in order to properly leave the US and settle into Canada. I have received my PR card and everything (with the help of using a friend's address in Canada).

My question is...

When I do decide to do the settling procedure, what will the process be at the border this time? Will I then go through and declare everything with CBSA on my settlement list of goods since this was not requested the first time?
 
Yes. The process of "settling" is not the same as the process of "landing". Customs only consider "settling", which is when B4s etc are needed, as being to establish long term residency. They do not consider a few days in Canada after "landing" to count. It's all on the CBSA web site. Of course, for many, the two things happen at the same time.
