Land in Montreal but intend to live in Toronto

Hello friends
My parents just got COPR and they are finding cheap tickets through Montreal and then to Toronto.
They intend to live in Toronto with me, can they land in Montreal with COPR and continue with their connecting flight to Toronto.
Will there be any problem as they have no CSQ and do not intend to live there.
