Hi,

If my employer refuses to provide an experience letter which would otherwise verify my 12 months of Canadian work experience, is there any other option which would serve the same purpose? Please advise.

A cover letter of why you haven't included a reference letter, but why would your employer refuse to give you the letter. Did you work there without proper visas or did you quit the company and didn't leave on good terms?
 
Can you give reasons like Opening bank account / renting an apartment and get employment reference letter for such reasons? You can also say that you need the employment letter for getting health card / applying for SIN card.

Your application is very likely to be rejected without the letter - so be prepared for refusal if you don't submit it.
 
Not leaving on good terms would be the reason. My employer is unpopular in this regard. If an employee quits, and then needs a document such as this, the company has usually refused to provide it.

But all these responses help. I could try to get the letter before quitting, hoping by the time I apply for PR, CIC does not consider the letter to be an old one and disregard it. Thats the best I can hope for.

I would suggest to get it changed little bit to look different. Change the order, words and some of yours to look different.

Thanks and also my job title is different than noc list. But the job duties are same.
My is financial advisor and noc one is investment advisor does that make any impact
