The form IMM5490 says

Indicate your name, the form's title and the number or letter of the question you are answering on all additional sheets of paper on which you will provide your answers.

Unfortunately we already paid for 150 pages of color printing there we labelled the pages

As long as the information they ask for is on the additional sheet I don't think it matters what order its in. Just in case something goes astray they can reunite it with the application. Did you order 150 extra pages just for that form?

If the 150 pages are relationship evidence, that is different. You can refer to it and place it in a separate envelope (still sent with the entire application)
The "additional information" would be if there isn't enough room on the form to answer the question fully. For example, if the applicant moved 20 times or went to many different schools, held lots of jobs, has many many siblings.. That sort of thing. Usually it is only one additional page per form, if any.

Such as on IMM5490 to say in the boxes themselves :

"See Documents labelled IMM5490 Question x" and then put those documents in the 3rd package?

Fill in the answer to the question in the box if you need more space then create a new page following the guidance on the questionnaire. What I did was attach the additional information to the questionnaire and put that in the same envelope. The relationship evidence can be included in a separate envelope as it forms part of the country specific guide. You could quote in your answers to IMM5490 something like "I have provided photos of our marriage see envelope with relationship evidence." You definitely don't need 150 extra pages for IMM5490.
