Gagan honestly I dont have any experience with CHC ND but I think the reason lies in your own post as Consultants are selling AEOs so obviously they not genuine job offers but only on piece of papers ,offered by those companies who just want to make money.As during the last year especially ND issued many AEOs containing PR visas(some of them might not be genuine),the huge amount of incoming AEO applications and jobless PR holders in Canada although with AEO has forced CIC to take concrete steps like this.
