Justification letter for refusal when re-applying under general catagory

Hi guys,

I've decided to re-apply under general category for PGD course. My previous refusal reasons were:
Purpose of Visit and Proposed studies not reasonable.

Should I submit a justification letter or justify it in SOP?
Can someone give me an Idea about how to write it and what to write?
