Submit the restoration of status first (now). You only have 90 days after his visit expired to get this paperwork in - which means you've pretty much already lost a month. It's probably going to take you significantly longer than you think to get the sponsorship application together (example: your husband is going to have to document everywhere he has lived and worked since the age of 18). So I would very much worry that you will run out of time on the restoration. It's a ticking clock.
