Hi,

I applied in July 2012 from Canada in CEC. Got rejected on May 2013. I am thinking of re-applying through CEC again. For that I would need to re-submit my original IELTS score which is still valid. Is there a way to request CIC to return my original IELTS score.

what was the reason for rejection, is it a valid reason?
you can get it from idp instead of wait to get from cic

Might be easier to request from your IELTS test centre.

Sorry to know about your rejection and if you dont mind Can you share your timelines and reason for the rejection?

Btw its easy to request the IELTS score card from IDP instead of CIC....

I completed my MSc from Uni of Calgary on June 2011. Then joined as full time web developer on July 2011. The following year July 2012 I applied in CEC stream, as I though I had full 1 year work experience plus 2+ year academic credential. It was then the academic stream of CEC(I think they have removed it after Jan 2013). Then yesterday they notified me my full time work experience only counts from the date my degree was "officially conferred". Even though i completed all my degree requirement within June 2011 my degree was conferred on November 2011. So the Immigration Officer credited me for only 8 months work experience which fell short by 4 months of the required 1 year work experience. I did not find it clearly mentioned in any place that full time work experience counts only after official degree confer.

If you were studying till June 2011, I guess you havent received you Workpermit by July 2011..... as the work experience will be taken into consideration only if you have worken on your PGWP .....anyways wish you Good luck with your new application...

This is not correct. Under the old rules (not sure if it's the same under the new rules), the important thing was that the skilled work experience had to be gained after the degree was conferred. This could be under the PGWP, but when your PGWP expires it can also be under a regular, LMO-backed work permit.

(there are trickier cases, as well, such as when the degree is conferred but you're still under an off-campus work permit - but whether this work experience counts or not has been subject to a lot of debate)

So they start counting the work experience from the day your degree was awarded? And that date, to be precise, is the date printed on your degree / diploma or is the graduation ceremony date...?

Yes, under the (old) graduate stream of CEC, only skilled work experience that happened after the degree was awarded counts. My guess is that the day printed in your degree is the same day of the graduation ceremony? I'm not sure though, since I didn't attend my graduation ceremony...

In any case, this is what the OP 25 manual has to say about the subject:

"For the Post-Graduation Stream, the applicant must have obtained 12 months of fulltime equivalent Canadian skilled-work experience within the 24 months preceding the
date of application [R87.1(2)(a)(i)-(ii)]. This experience must be acquired after they have completed the required program of study and obtained a Canadian educational
credential
. (Work performed under the Off-Campus Work Permit Program or on a co-op work term does not count)." (p. 18)

Also, bear in mind that this restriction does not appear in the paragraph that discusses the foreign worker stream...

I feel so sorry, I am also a july applicant facing similar issue. In my case they are counting experience from the date of PGWP July 2011, instead of my degree date May 25, 2011 lets see what they will decide. When your work permit was issued???

This is quite upsetting, really. The problem is that the OP 25 just flat out states that off-campus work permit experience does not count (p. 18), although at some point, if I'm not mistaken, it also says that off-campus work experience during studies doesn't count... However, when we look at the actual law governing CEC at the time (found here: http://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-87.1-20110303.html) it clearly states that what matters is that the work experience be gained after the degree has been conferred - there are no restrictions about off-campus work permits not counting etc.

I hope i'm reading it incorrectly but CIC seems to be making decisions in a haphazard fashion. In some cases its PGWP date they are considering, while in others the date of graduate. And what date are they referring to as date of graduation : 1) the date printed on your degree/diploma? 2) graduation ceremony date - which is usually couple of months after the actual graduation.
 
@infoseeker: it's not you can always graduate in couple of months. I completed my degree requirements in January 2011 but however I did not graduate until July 2011. So it depends. But again, the old program seems to be a mess . My understanding was that they always took the date of your graduation as start date for counting your experience in the old program because you are submitting a proof of your graduation date. Correct me if I'm wrong in the new program they might just consider the date on your PGWP because they don't ask for any proof on when you graduated. However you do mention the date in personal history form but that's about it . In the personal history form I mentioned only the date of completion of my degree requirements which was January 2011 and I received PGWP in May 2011. They took those dates serious back then because a major requirement was that you should have gained degree first and then followed by experience. But under the new CEC stream they don't explicitly state the factor that you should have gained your experience after graduation?
