Job under PGWP exempt from LMIA?

I am currently on PGWP, and have been working in Canada for the past 1 year (switched to a new employer in March 2022). Both employers are tech companies, my NOC skill level is A for both jobs.
While filling out the work history section of my express entry profile, I was asked this for my Canadian jobs -

Which of these categories does XYZ's job fall under?
a. No work permit required
b. Work permit required, no LMIA required
c. Work permit and LMIA required

Neither of these jobs are LMIA exempt by themselves. However, because I am on PGWP, my employers were not required to apply for an LMIA.

I am confused between b and c. Any help with this is greatly appreciated.

You are on an open work permit, so you answer NO to job offer and then b.
