1. No. If you have a valid job offer, supported by a LMIA, then you get an additional 600 points. If you apply for EE without the valid job offer, you don't get the 600 points.

my confusion is that , i get job for a some post , he said me that u have to pay ur visa expense fee at ur country amebasy , n travel expense is from his side , and he pey visa fee after reach there.

is that true? can happen like this plz help , and he is saying visa time is 7 days

Job offer is not mandatory. but it can fetch u more points in application and confirm ur spot in the pool. But as job offer chances are less, try to apply first & parellelly u can search for job offers too...wud be always an advantage;
