I've been working in canada for 2 years, I am about to apply for CEC so I can live and work anywhere in canada.
I have just been approached by an old employer from europe who are looking into oppertunities in canada,
They would like to take me back on board to do some consultancy work for them with a potential new client, and help with the software implimentation if they get the deal.

Can I take them up on this offer? Am I allowed to work in canada for a foreign employer? would I just pay taxes in the foreign company? Would I apply for a business travel visa?

Or

Should I consider starting my own business here and working under contract for them and pay my taxes here?

I really want to take them up on this oppertunity, so any advice on how to do it all legally would be greatly appreciated.

You can apply for your PR through CEC if you qualify now regardless of what you do next. You can even leave Canada and your CEC will continue to be processed. CEC is really fast, around 5 months average.

As for what kind of work permit you need to work in Canada for a foreign employer, I don't actually know. I suggest you call CIC and ask them. Maybe you need to apply to change status.

Once you get your PR, you will have no problem working in Canada for a foreign employer or anybody else. I believe as a resident of Canada, you will need to file taxes in Canada whether you work as a contractor or as an employee. If Canada has a tax treaty with the country of the employer, you will not be paying double tax but you should talk to a tax specialist about this.

As a PR, the only thing you have to make sure of is that you spend at least 730 days in Canada in any 5 year period to keep your PR.
