Getting a job offer outside of Canada is very very difficult. Since, you are pursuing your degree, there are other streams like in the Ontario specific for students like yourself. But the question is are you studying in Canada ?

No I am working outside Canada and already got my PhD in Mechanical Engineering.

Just apply for your WES ECA report and create an express entry profile. With the CRS score draws going on you will easily get an ITA without a PNP nomination from any province. Hope you have Written the IELTS GENERAL test.
