Hi
I have 2 queries:

1)What if your current organization is not ready to provide you a Job Letter on the Company Letter Head? What are the other options that I have? Will a Notary Certificate work?\
2) How do we get a Job without a PR and if not how do we get the sufficient funds?

Please help out.

can you elaborate more on point 2. are you in canada?

for point 1 try to get a letter from your manager or immediate supervisor stating all your job duties and write a LOE in your pr application why you didn't get it on company letter head also attach pay stubs and if in canada then your T4. it will be enough.
 
A reference letter on the company letterhead is extremely vital. However for any reason you can not get that, you can attach your letter of appointment/offer letter, pay stubs, a bank statement proving your salary and then explain everything with a letter of explanation. The CIC will want to verify the details of your employment so make sure you mention the contact details. You can also add references from your colleagues and attach their business card and contact details. This is not the general procedure but you can take chance with this.

Second question: It is extremely subjective. You need to find an employer in Canada who is willing to offer you a job and wait for you to get a PR. It is difficult but not impossible. Depends on where you are living and if an employer is going to do this for you.

Thanks for the quick reply, I am currently in India and want to understand that is it possible to apply for Jobs in Canada using my File No.

It is highly unlikely that you will be able to land a job that way.
