job certificate to be addressed to ?

hi folks
I have approached my ex-employer for job certificate however they want to know whom it must be adressed to.
They have declined to address it to 'whom ever IT MAY CONCERN'...
plz advise whom it needs to be addrssed .

"To whom in may concern" - "Dear Sir/Madam" any of these will do.

Address it to "Immigration, Refugees and Citizenship Canada" or "Citizenship and Immigration Cananda"
